NEAS Test of English

WHAT IS THE NEAS TEST OF ENGLISH?

The NEAS Test of English is a CEFR-aligned placement and level test designed to help institutions make consistent and informed decisions about students’ English proficiency. It assesses how learners understand and use English across reading, listening, writing and speaking, providing a clear picture of their ability to communicate in real-world contexts.
The test is built on a construct-based assessment framework, meaning it focuses on what learners can do with language rather than simply what they know. Tasks are designed to reflect authentic language use, and results are based on observable performance aligned to internationally recognised proficiency levels. This ensures that placement decisions are not only practical, but also reliable, transparent, and defensible.

THE NEAS COMMUNITY DIFFERENCE

The NEAS Test of English is a member-owned testing initiative. It has been developed for the sector, with the sector — giving NEAS members a genuine voice in how the test evolves and how it supports their students.
Unlike off-the-shelf testing products, the NEAS test is designed to work as part of a community of practice. Member centres can provide feedback on placement outcomes, identify where results may not align with classroom performance, and work with NEAS to refine test content, reporting, and use. This creates a continuous improvement cycle grounded in real teaching and learning contexts.
The test framework also allows for context-responsive level testing. While the core construct remains stable and CEFR-aligned, test content can be adapted to reflect relevant learning contexts — for example, themes or topics students are currently studying — while maintaining consistent assessment standards. This means members can access testing that is both professionally rigorous and genuinely connected to their own programs.

WHAT IS THE PEDAGOGY AND RESEARCH BEHIND THE TEST?

The NEAS Test of English is grounded in contemporary language assessment research and pedagogy, and is aligned with the Common European Framework of Reference (CEFR). It is based on a communicative, construct-based model of language ability, where proficiency is understood as the ability to understand, construct, and communicate meaning across real-world contexts.

This means the test does not focus on isolated grammar or vocabulary knowledge. Instead, it assesses how learners:

  • interpret spoken and written texts,
  • develop and express ideas,
  • and use language effectively for a communicative purpose.

Across all four skills — reading, listening, writing and speaking — tasks are designed to reflect authentic language use, with increasing levels of complexity, abstraction, and discourse control as proficiency develops.

A key part of the test design is its construct validity. The test has been carefully developed so that:

  • the construct (what we are measuring),
  • the tasks (what learners are asked to do), and
  • the scoring (how performance is evaluated)

are all directly aligned. This ensures that test results provide a meaningful and defensible basis for placement decisions, rather than simply reflecting test-taking ability.

BENCHMARKING TESTS

NEAS offers a benchmarking service to help institutions better understand how their internal placement or level testing compares to an external, CEFR-aligned standard.

The process involves analysing performance data from students who complete both the NEAS Test of English and your institution’s existing test. This allows for a direct comparison of outcomes, identifying where results align and where there may be differences in level placement.

This data analysis is complemented by a review of your current assessment approach, including test design, scoring practices, and underlying pedagogical and validity considerations. Together, this provides a clear picture of how your test performs in practice and how it aligns with recognised standards.

How it works in practice
  • Students complete the NEAS Test of English alongside your existing placement or level test
  • The NEAS test is delivered online via a secure platform, making it easy to administer across cohorts
  • The full test typically takes approximately 60–90 minutes, depending on the configuration and use of productive skills
  • NEAS analyses the results in conjunction with your test data to identify patterns of alignment and variation
Outcomes

The result is a structured benchmarking report, highlighting:

  • areas of alignment and consistency
  • patterns or discrepancies in placement decisions
  • and practical insights to support improvement and confidence in your assessment processes

This service supports quality assurance, internal consistency, and informed decision-making, while allowing institutions to retain and strengthen their own assessment systems.

PLACEMENT TESTING

The NEAS Test of English is designed to support accurate and consistent placement of learners into the appropriate level of study, while remaining practical for everyday use in education settings.

The placement test assesses students across reading, listening, writing and speaking, providing a balanced view of their ability to understand and use English in real-world contexts. Results are aligned to the Common European Framework of Reference (CEFR), giving institutions a clear and internationally recognised basis for placement decisions.

The placement test is designed to be completed in approximately 45 minutes, and includes:

  • 4 reading tasks
  • 4 listening tasks
  • 4 speaking tasks
  • 2 writing tasks

Each task is aligned to a specific CEFR level, with tasks progressing in difficulty throughout the test. This cascading structure allows the test to build a clear profile of learner ability across levels, supporting more reliable placement decisions.

Results and Reporting

Institutions are provided with access to a dedicated online portal, where results are available immediately upon completion of the test.

For speaking and writing:

  • responses can be marked instantly using AI-assisted scoring
  • institutions can review and override results manually if required
  • this allows centres to combine efficiency with their own internal quality assurance processes

This approach ensures that placement decisions are:

  • fast and easy to administer
  • consistent and CEFR-aligned
  •  and flexible, allowing institutions to retain control over final outcomes.

LEVEL TESTING

The NEAS Test of English can also be used for level testing, supporting institutions in confirming or refining a learner’s placement within a specific band of study.

Like the placement test, level testing is delivered through the NEAS online portal, with results available immediately and optional AI-assisted marking for speaking and writing. Institutions can review and override results as needed, ensuring flexibility and alignment with internal processes.

Targeted Assessment Design

Level tests are designed to focus on a specific target proficiency level, rather than assessing across the full range.

Tasks are typically structured to include:

  • performance slightly below the target level
  • performance at the target level
  • and performance slightly above the target level

This approach allows institutions to determine whether a learner:

  • is ready for the level,
  • securely operating within it,
  • or capable of progressing further.
Flexible Test Structure

Level testing is more bespoke and adaptable than placement testing, allowing providers to tailor the test to their context.

A typical configuration may include:

  • 6 reading tasks
  • 6 listening tasks
  • 3 speaking tasks
  • 3 writing tasks

However, institutions can adjust:

  • the number of tasks,
  • the balance of skills,
  • and the content focus

to meet their specific program needs.

Contextualised Content

Level tests can also be adapted to reflect relevant topics or areas of study, while maintaining alignment with the underlying test construct and CEFR levels.

This allows institutions to assess learners in a way that is:

  • meaningful within their program,
  • while still being consistent and defensible as an assessment of language proficiency.

Results and Use

Level testing supports:

  • confirmation of initial placement
  • movement between levels
  • progress checks within a program

By focusing on a defined proficiency range, the test provides a more precise view of learner readiness, supporting confident and informed decisions

TESTING FOR SCHOOLS

The NEAS Test of English can be used to support placement testing, level testing and benchmarking in school settings, with tasks designed specifically for school-age learners.

School-age English testing requires careful design. Test content needs to be age-appropriate, accessible and relevant, while still providing reliable information about a learner’s English proficiency. The NEAS Test of English is designed to address this need by using topics, texts and tasks that are suitable for younger learners and aligned with their educational context.

Schools can use the test to:

  • place students into appropriate English language support or pathway levels

  • check progress within or between levels

  • benchmark internal assessment practices against an external CEFR-aligned framework

Unlike general English proficiency tests designed primarily for adult or tertiary pathways, the NEAS school-age testing option is developed with the needs of schools in mind. It supports practical decision-making while maintaining a clear focus on communicative language ability, age-appropriate content and defensible assessment design.

The result is a flexible testing option for schools seeking a reliable, context-sensitive way to understand and support students’ English language development.
